As far as I know, the power liftgate is available from 3rd party vendors primarily in China. You would need to order it and have it installed by an auto electrician.
People do say they work well but it does involve cutting plastic in the liftgate trim - I’m on a lease and Kia doesn’t allow modifications such as that.
